20 stitches and 28 rows = 4 inches/10 cm in Stockinette Stitch (measured after blocking).

This pattern is written for babies aged 6-12 months.
Instructions:
Back:
Using your US size 6 (4.0mm) knitting needles, cast on 66 stitches.
Work in Stockinette Stitch (knit 1 row, purl 1 row) until the piece measures 6 inches from the cast-on edge, ending with a purl row.
Armholes:
Next row (right side): Knit 21 stitches, bind off 6 stitches, knit 34 stitches, bind off 6 stitches, knit last 21 stitches.
Continue working each side separately:
Left side: Knit 21 stitches, purl to end.
Right side: Knit all stitches.
Repeat the last 2 rows until the armhole measures 2 inches from the bind-off edge. Cut the yarn.
Front:
Rejoin yarn to the remaining stitches and work in Stockinette Stitch until the piece measures 4 inches from the armhole bind-off edge.
Neckline:
Next row (right side): Knit 25 stitches, bind off 16 stitches, knit last 25 stitches.
Working each side separately:
Left side: Knit all stitches.
Right side: Knit 1 row, purl 1 row.
Repeat the last 2 rows until the front measures the same height as the back.
Bind off all stitches.
Finishing:
Weave in any loose ends.
Seam the sides together, leaving armholes open.
To create the bow tied front, cut a long length of yarn (approximately 1 yard). Fold it in half and attach it to the center front of the top, just below the neckline. Tie a bow using the folded yarn.
